How do you load the data conditionally by run steps ?
This depends upon how the ETL is done:
If we are loading data using Informatica, the workflow jobs can be scheduled using Autosys or any other scheduler, in which the scripts could check for the conditions.
When using Oracle SQL Loader or Oracle External tables, we can check for the conditions in scripts or in the database by running SQL Scripts or SPs.
